Port Arthur deputy chief no longer on administrative leave, will be reassigned
PORT ARTHUR —
The Port Arthur Police Department has announced that John Owens is no longer on administrative leave. Owens has been reinstated effective Monday and will be reassigned within the department, according to a city spokeswoman.
KFDM has reported Owens and four other officers had been placed on paid administrative leave pending the results of an administrative investigation.
The officers included Deputy Chief Owens, Deputy Chief Raymond Clark, Sergeant Kris Boneau Detective Mickey Sterling, and Sgt. Scott Gaspard. Gaspard and Clark have retired.
A longtime PAPD officer wrote in a sworn affidavit that the officers showed a systemic pattern of discrediting officers and civilians who complained of wrongdoing within the department.
