Bond set for man PAPD calls person of interest in shooting; jailed on unrelated charge

MORNING UPDATE: A judge has sent bond at $250,000 for Decarlos Valsin, 24, on a charge of Engaging in Organized Criminal Activity. Port Arthur Police are calling him a person of interest in a shooting Wednesday afternoon that left two people with non-life threatening injuries at Prince Hall Apartments. Investigators arrested Valsin at his home in the 3900 block of 35th Street late Wednesday afternoon for the outstanding felony warrant unrelated to the shooting.
